The Network of Oregon Watershed Councils is a non-profit organization that was established to support the work of Oregon’s watershed councils. The Network focuses on three areas of need agreed upon by watershed councils statewide: building watershed council capacity, improving key relationships with partners and funders, and promoting public awareness of watersheds and watershed councils.

In the early days of WRI, the Network was instrumental in developing the tributary strategy that now underlies the Willamette Model Watershed Program. WRI supported the Network in serving an advisory role and hiring a consultant to make recommendations on the appropriate scale of watershed to target, how to select groups for funding, and other issues to consider before implementing a tributary funding strategy.
